WikiMirror is not usable only by citizens of PRC. As you may know, people in mainland China cannot visit Wiki projects freely (because of the GFW), so they need to use a mirror site to read the projects. WikiMirror is such a site, and it is editable, but other than that, there is nothing special about it in comparison with other mirror site, it is not a gadget, and it has no special functions to help you edit Wiktionary. The developer of Wikimirror is a Wikipedian from PRC, who hopes to make it easier for people from there to access and edit Wiki projects, so requests outside of mainland China will be directly disconnected.
